§ 94.19  GROWTH OF WEEDS, GRASS OR PLANTS RESTRICTED; EXCEPTIONS.
   It shall be unlawful for anyone to permit any weeds, grass or plants, other than trees, bushes, flowers, or other ornamental plants, to grow to a height exceeding 8 inches anywhere in the city; any plants or weeds exceeding the height are hereby declared to be a nuisance.  It shall be unlawful for a property owner to permit any weeds, grass, or plants on the boulevard adjacent to his or her property to grow in violation of this section.
