Whoever violates any provision of this chapter for which no specific penalty is otherwise provided shall be fined as set forth in § 70.99, and shall, in addition, be subject to the payment to the city for the costs it incurred as a result of that violation, as provided in § 70.99(E), for towing and other expenses directly caused by that violation.
