§ 70.99  PENALTY.
   (A)   Traffic violations.
      (1)   Generally. Whoever violates any provision of this traffic code for which another penalty is not already otherwise provided by ordinance or by appropriate statutory penalty as generally set forth in ILCS Chapter 625, Act 5, §§ 16-101 et seq. shall, upon conviction be subject to a fine of not more than $750.
      (2)   School buses. In addition to the suspensions authorized by ILCS Chapter 625, Act 5, § 11-1414, any person convicted of violating § 71.045 shall be subject to a mandatory fine of $150, or upon a second or subsequent violation $500 (see ILCS Chapter 625, Act 5, § 11-1414).
      (3)   Special speed limits. A violation of § 71.002 shall be a petty offense with a minimum fine of $150 as provided in § 71.002 (see ILCS Chapter 625, Act 5, § 11-605).
   (B)   Parking violations. Any person accused of a violation of any provision of this traffic code prohibiting parking a vehicle in a designated area, or restricting the length of time a vehicle may be there parked, or parking in a metered area without putting a coin in the meter to cover the required time, may settle and compromise the claim against him for the illegal parking by paying to the city $25 for each offense if paid within seven days, or $35 if paid after seven days, or $50 if paid after 30 days. The payment may be made at the police station, a receipt shall be issued for all money so received, and the money shall be promptly turned over to the City Treasurer to be credited to the General Fund. The members of the Police Department are hereby authorized to refrain from instituting a prosecution for the alleged offense involved. This section shall not apply to persons parking a vehicle so as to obstruct the entrance or exit of any place where Police or Fire Department apparatus or other emergency equipment is kept or housed, or so as to block an emergency entrance in a hospital; nor shall this section apply to any persons charged with parking a vehicle so as to entirely obstruct traffic in any street or alley, or parking in such a way as to reduce traffic on an arterial street to one-way traffic only; not to any persons who refused to move a vehicle illegally parked at the request of any member of the Police Department.
   (C)   Railroad crossing violations.
      (1)   Vehicles at crossings. A violation of any part of § 71.080 shall result in a mandatory fine of $500 or 50 hours of community service (see ILCS Chapter 625, Act 5, § 11-1201).
      (2)   Pedestrians at crossings. A violation of any part of § 74.12 shall result in a mandatory fine of $500 or 50 hours of community service (see ILCS Chapter 625, Act 5, § 11-1011).
   (D)   Obedience to police officers. Any person convicted of violating § 70.10 is guilty of a petty offense and shall be subject to a mandatory fine of $150 (see ILCS Chapter 625, Act 5, § 11-203).
   (E)   In addition to the monetary fines provided for in the foregoing divisions of this section, the violator shall also pay the costs incurred by the city as a result of such violations, including the towing costs for any vehicle or property, and the storage costs for any towed or impounded vehicle or property resulting from such violations. Such costs may be paid in any non-judicial voluntary payment or adjudication of such ordinance violations and, in the event of judicial prosecution for such violation, the court may order that such costs be paid by the violator.
