(A) All checks and warrants properly authorized to be drawn on the City Treasurer shall bear the signatures of any 2 of the following: the Mayor, the City Clerk, the City Treasurer, or the Chairman of the Administrative Committee of the City Council. No such check or warrant shall be valid unless the signatures of such officers appear thereon.
(B) When the office of City Comptroller is not vacant and such person is duly appointed and bonded, then city checks or warrants shall also be valid with the signature of the Comptroller.
