§ 32.16  DIRECTOR; DUTIES.
   The Director of the Public Works Department shall exercise general management and control of the department.
   (A)   He or she shall supervise over and be responsible for the conduct and performance of all employees of the Department.
   (B)   He or she shall be responsible for the operation and maintenance of the following public facilities: water treatment plant, wastewater treatment plant, wastewater lift stations, water and wasterwater mains, parks, Community Building, streets, alleys, parking lots, sidewalks, drainageways, city garage, city pole buildings, and other property as may be assigned to the Department by the City Council.
   (C)   He or she shall be the custodian of all vehicles, equipment, structures, and property provided by the city for the use of the Department.
   (D)   The Director shall read or cause to be read every water meter used by the Department's customers at the times as are necessary that the bills may be sent out at the proper time. Should any meter become inoperative during any month or should weather conditions prevent a meter from being read, the sum the property owner shall pay for water and sewer service for the month shall be the same as that paid for the average amount of use over the previous three months.
   (E)   He or she shall enforce the provisions of Chapters 51, 52, 95 and 96, and § 131.01, and make inspections, measurements, and tests necessary for the purpose.
   (F)   He or she shall perform the other duties as may be assigned to him or her by the provisions of this code or by the City Council.
