Any person, firm, corporation or other entity who violates any of the provisions of this chapter and who is issued a notice to appear citation therefor, shall, upon conviction or entry of a plea of guilty to such charge, be fined not less than $150 plus costs nor more than $750 plus costs. This shall be in addition to any other relief provided in this code or as the law may afford. A separate offense shall be deemed committed on each day during which a violation occurs or continues.
