The County 911 Coordinator shall suggest to the City Council the assignment of addresses for any building or lots adjacent to any street, lane or highway in the corporate areas of the city, including those that have not been numbered, pursuant to the following.
(A) All numbers for buildings, lots or occupied structures adjacent to any street, lane or highway within the city limits shall be made in uniform manner mutually agreed upon by the County Emergency Telephone System Board and the United States Postal Service.
(B) Each house, building, lot or occupied structure shall be assigned a separate number. A number or alphabetical letter shall be assigned for each separate occupant, i.e., apartment, company and the like, within a building or other occupied structure.
(C) Existing numbers shall be changed only as necessary to ensure the effectiveness and efficiency of the enhanced 911 system in the county, as determined in the judgment of the County 911 Coordinator, the City Clerk and the Street Superintendent and with the approval of the City Council.
(D) Written notification of the proper address of each house, building, structure or lot shall be given to its owner, occupant or agent or all instances where a new number has been assigned under the terms of this chapter.
