The City Council does hereby prohibit the consumption and possession of alcoholic beverages on the city square premises, said premises including the west one-half (W1/2) of Fifth Street from its intersection with Vine Street (otherwise known as Route #146); thence south to Locust Street and the south one-half (S1/2) of that part of Court Street that is adjacent to the County Courthouse and the east one-half of that part of Fourth Street beginning at Fourth Street’s intersection with Locust Street; thence north to the intersection of Fourth Street and Vine Street (otherwise known as Route #146) and the north one-half (N1/2) of that part of Court Street that is adjacent to the County Courthouse, said city square premises also to include all appurtenant sidewalks and walkways.
