It shall be unlawful to establish a retail liquor business within any residential district of the city, unless the owner or owners of at least two-thirds of the frontage feet along the street and streets adjacent to such place of business for which a license is sought, for a distance of 200 feet in each direction for such proposed place of business shall file with the Mayor his or her or their written consent to the use of such place for the sale of alcoholic liquors.
