The City Council does hereby prohibit the consumption and possession of alcoholic beverages on the City Square premises, said premises including the west one-half of Fifth Street for its intersection with Vine Street (otherwise known as Route 146) thence south to Locust Street and the south one-half of that part of Court Street that is adjacent to the County Courthouse and the east one-half of that part of Fourth Street beginning at the Fourth Street’s intersection with Locust Street; thence north to the intersection of Fourth Street and Vine Street (otherwise known as Route 146) and the north one-half of that part of Court Street that is adjacent to the County Courthouse, said City Square premises also to include all appurtenant sidewalks and walkways.
