§ 96.22 LIABILITY OF PERSONS TO CITY FOR DAMAGE.
   If any person violates any provisions of this code, and any person or property in consequence thereof is injured or damaged, the person so guilty of such violation shall be liable to the city in relation thereto, and no prosecution or other proceeding by the city of such person for, any penalty imposed for a violation shall constitute a bar to such action by the city for such damages.
