(A) It shall be within the power of the Animal Control Warden to control and prevent the spread of rabies through education, rabies inoculation, stray control, impoundment, quarantine and any other means deemed necessary within the city limits.
(B) The Animal Control Warden shall also have the following powers:
(1) Administer the Animal Control Program in the city; and
(2) Draft written rules and regulations for the operation of the City Animal Control Program.
