SCHEDULE I. PARKING PROHIBITED.
   (A)   (1)   No person shall leave standing any vehicle at any time, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police or traffic-control device in any of the following places:
         (a)   On Vine Street (F.A. Route 51, Illinois Route 146) from the west corporate limits easterly to a point approximately 60 feet east of north Tenth Street;
         (b)   On Eleventh Street from the centerline of F.A. Route 51 north for 155 feet;
         (c)   On Tenth Street from the centerline of F.A. Route 51 north for 100 feet;
         (d)   On Tenth Street from the centerline of F.A. Route 51 south for 200 feet;
         (e)   On a sidewalk;
         (f)   In front of a public or private driveway;
         (g)   Within 15 feet of a fire hydrant;
         (h)   Within an intersection;
         (i)   On a crosswalk;
         (j)   Within 20 feet of a crosswalk at an intersection;
         (k)   Within 30 feet upon the approach to any flashing beacon, stop sign or traffic-control signal located at the side of a roadway;
         (l)   Within 20 feet of a driveway entrance or entrances to any fire station;
         (m)   Alongside or opposite any street excavation or construction when such parking would obstruct traffic;
         (n)   On the roadway side of any vehicle parked at the edge of curb of street; or
         (o)   At any place where official signs prohibit parking.
      (2)   No person other than a police officer shall move a vehicle into any such prohibited area or away from a curb such a distance as is unlawful or start or cause to be started the motor of any motor vehicle, or shift, change or move the levers, brake, starting device gears or other mechanism of a parked motor vehicle to a position other than that in which it was left by the driver or owner thereof, or attempt to do so.
      (3)   Every person, firm or corporation who violates or fails to comply with any of the provisions of this division (A) shall be fined not less than $5, nor more than $500 for each offense.
   (B)   It shall be unlawful for any person, firm or corporation to park any motor vehicle within the following area: adjacent to the eastbound and westbound through lanes of State Route 146 from the west corporate limits of the city (approximately Station 992+65) extending easterly to the east corporate limits of the city (approximately Station 39+15). Any person, firm or corporation violating the provisions of this division (B) shall be fined not less than $15, nor more than $200 for each offense.
