The City Council shall approve the establishment of all signs, speed zones and restricted parking zones. The Police Chief or the City Engineer shall file a resolution-report supporting the establishment of each sign prior to being approved by the Council. Appropriate signs shall be posted to show all through, stop and yield right-of-way streets, all one-way streets and alleys and all stop intersections.
