A vacancy in the office of an Aldermen shall be filled for the remainder of the term at the next election. During the period from the time that the vacancy occurs until the next election of Aldermen, the vacancy may be filled by the appointment of an Alderman by the Mayor and remaining Aldermen voting jointly.
