§ 53.025 SPECIAL CONNECTION CHARGE.
   (A)   Special connection charge.
      (1)   A connection charge in the amount of $5,000 is imposed and shall be collected from new or additional users of the 1996 extension of the combined waterworks and sewerage system of the city, the location of which is described as follows: approximately located within 1,000 feet extending south from Illinois 146 and 350 feet East of County Road 5 (FAS 929) in the Northwest Quarter of the Southwest Quarter of Section 31, Township 13 South, Range 3 East of the Third Principal Meridian.
      (2)   A connection charge in the amount of $2,500 is imposed and shall be collected from new or additional users of the 2,000 extension of the combined waterworks and sewerage system of the city, the location of which is described as follows: a part of the south half of the Southeast Quarter of the Northeast Quarter and the north half of the Northeast Quarter of the Southeast Quarter of Section 4, Township 13 South, Range 3 East of the Third Principal Meridian described as beginning at a point on the north right-of-way line of Illinois Route 146 said point being 1,025 feet west of the east line of Section 4, Township 13 South, Range 3 East, and running North 01°21’ 34” west a distance of 490 feet, thence south 87°20’10” east a distance of 580 feet to the terminating point of an eight-inch sanitary sewer.
      (3)   A connection charge in the amount of $3,000 is imposed and shall be collected from new or additional users of the 2001 extension of the combined waterworks and sewerage system of the city, which now or shall connect to the preexisting sewerage system by means of the collection well and pump mechanism known as the Old Bloomfield Lift Station, the location of which is described as follows: in the Northwest Quarter of the Southwest Quarter of Section 33, Township 12 South, Range 3 East, at a point approximately 33 feet north of the centerline of the Old Bloomfield Road, approximately 306 feet east of its intersection with the centerline of U.S. Highway 45.
   (B)   Due date of payment. The connection charge is due and payable in advance or no later than the time when use of the municipal water and sewerage system commences. Subsequent discontinuance of service shall not relieve an owner or user from liability from this connection charge once the service has been connected and usage commenced.
   (C)   Charge constitutes lien. The lien for unpaid charges described in § 53.015(J) applies also to any unpaid connection charge imposed in this section.
