The quantity of water recorded by the meter shall be accepted as correct by both the customer and the Department, except when the meter has been found to be registering inaccurately or has ceased to register. In either case, the meter will be promptly repaired by the Department, and the quantity used will be determined by the registration of the meter in the same period for the preceding year.
