§ 52.33 GAS RATE.
   (A)   The rates and charges for the use and services of the municipal gas utility of the city are hereby established. Such rates and charges shall be made and collected against each consumer who shall directly or indirectly receive gas from the municipal utility.
   (B)   In those instances in which one utility meter services a building or premises containing two or more residences or businesses, the rate and charges shall be assessed against and collected from the owner of said building or premises.
   (C)   The rates and charges shall be based upon the quantity of gas used by each consumer, as measured by the gas meter.
   (D)   The charges shall be computed on a monthly basis and at the following rates effective March, 1983:
      (1)   First 2,000 cubic feet at $6.41 per 1,000;
      (2)   Next 8,000 cubic feet at $6.31 per 1,000;
      (3)   Next 15,000 cubic feet at $56.21 per 1,000;
      (4)   Next 25,000 cubic feet at $6.11 per 1,000;
      (5)   Over 50,000 cubic feet at $6.01 per 1,000; and
      (6)   The minimum monthly charge shall be $13.42.
   (E)   The consumer shall pay no less than the minimum monthly charge in the event the consumer requests temporary service disconnection.
   (F)   All statements not paid within 15 days after date of rendition are subject to an additional 10% charge.
   (G)   All billings are subject to a 5% Illinois gas utility tax.
   (H)   The City Council shall have the right to establish special rates for gas service to industrial or special use customers.
   (I)   Any increase in cost of gas from Trunkline Gas Company shall be passed directly to customer billing.
