The City Council Standing Committee on Gas shall exercise a general supervision over the affairs of the gas system. It shall determine the needs thereof and shall, from time to time, report its findings to the Mayor and City Council, so that a full understanding thereof shall be had, and generally, shall do all acts necessary to promote the efficiency of the Department. (Prior to the adoption of the appropriation ordinance, the Committee shall prepare and submit an estimate of the receipts and expenditures of the system for the fiscal year.)
