The city shall contract with and pay for the services of a waste disposal contractor for the purpose of the collection and disposition of residential garbage and refuse within the city. Said waste disposal services shall be the exclusive method for the disposition of garbage and refuse from residential properties within the city. Each residential customer within the city shall pay the rates or charges established by the city for the collection and disposal of garbage and refuse regardless of any period of non-use of waste disposal services and regardless of whether any waste, garbage, or refuse has been produced or generated at the residential property.
