§ 51.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ASHES. Includes residue from fires used for cooking and for heating buildings.
   GARBAGE. Includes wastes resulting from the handling, preparation, cooking and consumption of food; wastes from handling, storage and sale of produce.
   PERSON. Each individual or group of individuals who reside together within the city and within the same house, apartment, condominium, mobile home or other abode shall collectively constitute a single person within the meaning of this chapter. Each proprietorship, partnership, joint venture, cooperative, corporation or other business entity which maintains a place of business within the city limits, shall constitute a PERSON within the meaning of this chapter.
   REFUSE. Includes combustible trash, including, but not limited to, paper, cartons, boxes, barrels; noncombustible trash, including, but not limited to, metals, tin cans, dirt, glass, crockery, other mineral wastes, discarded household goods and appliances (except air conditioners and refrigerators) and contents of litter receptacles; but REFUSE does not mean earth and wastes from building operations, wood excelsior, tree branches, yard trimmings, nor shall it include solid wastes resulting from industrial processes and manufacturing operations such as food processing wastes, boiler house cinders, lumber, scraps and shavings, tires, white goods and foam products.
   USER. Each person who generates, creates or produces garbage, refuse or ashes within the city and disposes of same through the garbage disposal service contracted or provided by the city.
