(a) Local limits are herein implemented to ensure that the sewer system is able to meet the objectives given in Section 925.01(c). These limits are established by the Department of Public Works after a thorough evaluation of the sewer system and in a manner such that the City and the Vienna community are provided with the best service possible with respect to the operation of the sewer system. These limits are expressed in terms of a mass based allocation of sewer system capacity to "non-domestic" Users, and also in terms of maximum concentrations of pollutants allowed to be present in the effluent(s) of the non-domestic Users of the sewer system.
(b) Under the terms of this article, the maximum concentrations of pollutants allowed to be present in the effluent of any non-domestic User of the sewer system who is not granted a specific allocation by permit are given as follows:

State Requirements and limitations on discharges shall apply in any case where they are more stringent than National Categorical Pretreatment Standard requirements and limitations or the limitations and requirements contained in this article.
