The Director of Public Works at the completion of any work done pursuant to the provisions of Section 905.01, shall compute the entire cost of the work, including all labor and all materials required in the excavation. Immediately upon the completion of the computation, the applicant shall pay to the City such entire cost. The Director of Public Works shall not fill any excavation until the costs have been paid by the applicant.
