No person shall dig in or break any street, sidewalk, curb or pavement or make any excavation beneath the surface of any street, sidewalk or pavement of the City.
If any person desires to have any such digging or breaking effected, he shall apply to the City to have the work done for and on his behalf. Such application shall be in writing and shall state that the applicant will bear all of the cost and expense incident to the digging or breaking desired. The application shall be filed, in writing, with the City Recorder who shall forthwith deliver the application to the Director of Public Works. The digging and breaking shall thereupon be made by the City under the supervision of the Director.
