145.04 POWERS AND DUTIES.

The Commission shall be vested with all powers and authorities as more specifically enumerated in West Virginia Code 8-33-4, as amended, including the power of eminent domain, in the manner provided for in West Virginia Code Chapter 54, without limitation or condition.
