(a) Persons who desire to voluntarily contribute to the improvements of City parks and recreation facilities shall be entitled to do so by indicating the amount of such contribution on the monthly Municipal utilities bills and all moneys received by the Treasurer of the City in payment of such bills which represent the voluntary contributions as indicated thereon shall be deposited in a separate and segregated fund to be separately accounted for, which moneys shall be used and administered by the Board of Parks and Recreation for capital improvements within the park system of the City.
(b) In order to effectuate the provisions of this section, the Treasurer is hereby directed to amend and revise the Municipal utilities monthly bill in order to enable individuals or persons desiring to make such contributions to indicate the same thereon and the amount of such contribution.
