(a) The first Board of Parks and Recreation shall meet within ten days after its appointment and then organize by electing a president, a vice-president and a secretary, which latter officer need not be a member of the Board, and by adopting rules for conducting the affairs of the Board. Thereafter, the Board shall meet annually on the second Wednesday in January and elect a president, a vice-president and a secretary to serve for one year.
(b) In addition to the annual meeting the Board shall meet on the second Wednesday of each month and such other times as it shall deem necessary to conduct the business affairs of the Board.
(c) The secretary shall keep an accurate record of all the affairs of the Board.
(d) The City Treasurer shall be ex officio treasurer of the Board.
