(a) The term of office of each of the members of the Board of Parks and Recreation shall be for three years and until his successor is appointed.
(b) Notwithstanding the foregoing, Council shall appoint all five members of the first Board, whose terms begin on April 8, 1965. The term of one Recreation Association member shall be for three years; the term of one Recreation Association member and the term of the members at large shall be for two years; and the term of the members from Council shall be for one year.
