The Fire Department shall be composed of three departments, as follows:
(a) The Bureau of Fire Prevention, as provided for and governed in Part Fifteen - Fire Prevention Code.
(b) A Fire Department consisting of members as provided in the bylaws of the organization.
(c) The Social Department, which may consist of a president, vice-president, secretary and treasurer, and other officers as may be designated.
