§ 71.10 REFUSAL TO MOVE PARKED OR STOPPED VEHICLE.
   It shall be unlawful for the owner and/or operator of any vehicle to refuse to move a vehicle otherwise lawfully parked or stopped when so requested by a police officer or the operator of an emergency vehicle (for example, an ambulance, firefighting apparatus, utility department truck, snow plow, and the like) while discharging his or her duties as such operator.

§ 71.11 MOVEMENT OR IMPOUNDMENT.
   The Town Marshal, Fire Chief, the Superintendent of Utilities, any town police officer, and all persons authorized to enforce the laws and ordinances of the town may cause any vehicle unlawfully parked and any vehicle though otherwise lawfully parked, but which in the particular situation (for example, parade, fire, ruptured utility line, snow, and the like) is in danger itself, or interferes with coping with the situation, to be moved and/or impounded without prior notice to the owner and at the expense of the operator or owner.

§ 71.12 PRESUMPTION AS TO ILLEGAL PARKING.
   In regards to any violation of this chapter governing the standing or parking of a vehicle, proof that the particular vehicle described in the pleadings was parked in violation of such chapter, together with proof that the defendant named in such pleadings was, at the time of such violation, the registered owner of such vehicle, shall constitute in evidence a prima facie presumption that such registered owner of such vehicle was the person who parked or placed such vehicle at the point where, and for the time during which, such violation occurred.

§ 71.99 PENALTY.
   Except as otherwise provided by law, wherever in this chapter an act is prohibited or is made or declared to be unlawful, or the doing of an act is required, or the failure to do an act is declared to be unlawful, the violation of any provision of this chapter shall result in a fine of $50, to be assessed by, and made payable to, the town. All monies collected under this chapter shall be deposited into the fund of the town.
