(A) When recyclables are placed at curbside for recyclables collection, within the corporate boundaries of the town, said recyclables then become subject to the control of the town.
(B) After recyclables are placed at curbside for recyclables collection, only the contractor authorized by the town to collect the recyclables shall be permitted to take possession of the recyclables from curbside. All other persons are prohibited from scavenging and taking recyclables from the curbside collection location.
