(A) The council shall have the authority to waive the impact fee for any entity that is exempt from tap fees, i.e., charitable organizations, or other organizations determined to be working only for the good of the community.
(B) Additions to single-family dwellings that do not constitute the addition of a dwelling unit, as defined by the Kentucky Uniform Building Code, are exempt from all portions of the wastewater impact fee.
(C) An alteration, addition, replacement or change in use that does not increase the use of the wastewater utility and its facilities are exempt from all portions of the impact fee charge.
