The purpose of the impact fee program is to equitably recover capacity-related capital costs from current and future customers to achieve equity between the different generations of ratepayers (intergenerational equity). Additionally, charging an impact fee is meant to equitably reimburse the existing ratepayers for their investment in oversizing of infrastructure to accommodate future customers.
