§ 71.20 SPECIAL ZONES.
   (A) Appropriate markings or lines shall be provided for special zones which may be used by public officials and taxicabs for the purpose of loading and unloading.
   (B)   No vehicle shall occupy such zones for a period in excess of thirty (30) minutes.
   (C)   The owner or operator of each taxicab company shall pay the city the sum of ten dollars ($10.00) per month for the first space used by each person, for the second such space eleven dollars and fifty cents ($11.50) per month, and for the third such space twenty dollars ($20.00) per month. No taxicab company shall receive more than three (3) spaces.
   (D)   Any business operating in the Old Historic Business District that does not have a rear loading access to their building may apply to the City Council for a permit to have a loading zone designated in front of their place of business. This permit shall only be granted after due application, hearing and majority vote of the Council. The non-refundable annual application fee shall be twenty-five dollars ($25.00). The annual permit fee shall be an additional twenty-five dollars ($25.00). Every permit shall be reviewed by the Council each and every year. Once the permit is approved and fee paid, the Public Works Director shall see that the space is appropriately marked with sign and yellow curbing. If the permit is later rejected, the sign and yellow curbing shall be removed. It shall be unlawful for any vehicle to park in said space other than a vehicle owned or operated by the business granted the permit.
