The Municipal Water and Sewer Works shall receive and account for all connection charges collected hereunder, as provided by law for public funds, and shall provide a separate line item for same in the annual budget, and may use same to build extensions and improvement to water lines, sewer lines, plants and equipment, and to purchase land, fixtures, vehicles, and machinery needed to operate utilities of the city.
