(A) Before any party is to use the city sewer system or make a sewer tap to the city sewer lines lying outside the city limits, which do not receive water service directly from the city, there shall be a charge of $1,500 for each residential unit tap.
(B) Each apartment in a multi-unit building is to be considered a separate residential unit under this section.
