(A) A person shall pay a water deposit of one hundred dollars ($100) to the municipal water and sewer system before water service is rendered to him or her.
(B) All such water deposits are fully refundable to the customer upon rendition of the final bill for water service.
(C) Accounts must be in the name of a current customer.
