(A) Billing for water and sewer services shall be made monthly to all retail customers of the city’s water and sewer system, in such manner and payable at such time and at such place or places as the city may from time to time designate. Only one monthly bill shall be submitted to each water and sewer customer, as permitted by KRS 96.934, but such bill shall show amounts due for water and sanitary sewage service as separate and individual items on the statement.

(B) All bills for water and sewer service charges shall be billed to the owner of the premises, unless a tenant, upon application for service, provides the appropriate security or indemnity in an amount of a kind approved by the City Clerk along with an executed lease agreement.
