(A) No person shall disturb, change, break, injure, destroy, interfere with, or carry away any part of the city's waterworks system. No person shall turn on any fire hydrant or interfere with the use thereof or otherwise take city water without authority.
(B) Any person convicted of a violation of this section shall, in addition to the penalty for ordinance violations, be liable to the city for any damage done or water used.
