(A) The City Council hereby reserves the right to refuse water service to any person whose premises are located outside the city limits where the property which is desired to be connected to the city's water system is more than 25 feet from a city owned or controlled waterline.
(B) The City Council shall make such decision on whether or not to prohibit such connection within 30 days following the application for the service.
