Any person desiring to engage in the business of bill posting or outdoor advertising, or in keeping or maintaining a billboard in the city shall pay to the City Finance Officer a license fee for all space used on boards or walls for advertising purposes, or for all space kept and maintained by billboards for any of the purposes, a per square foot sum in an amount set by resolution; provided, however, that any person or persons, firm, or corporation using, keeping, or maintaining 3,000 feet of space or less shall be required to pay an annual sum in an amount set by resolution.
