§ 53.063 DUTY OF PLUMBERS TO TURN WATER ON AND OFF.
   (A)   In case of new service.
      (1)   In no case shall any plumber, after completion and test of any service line for a new consumer, leave the water turned on to the premises.
      (2)   The plumber shall notify the Water Superintendent of the completed water connection so that the water department of the city may obtain from the consumer meter deposit and cause the customer to be entered on the books in the office of the City Finance Officer.
   (B)   In case of repairs. In case of leaks or other accidents to pipes or apparatus connected with the city water mains, the plumber may shut off the water to make the necessary repairs.
   (C)   In all cases. In all cases, a plumber shall leave the water shut off or turned on as he or she found it to be when he or she commenced work on the service or premises, except that the corporation cock on approved new or repair service shall be left open.
   (D)   In case of delinquency. No person shall turn on the supply of water to a service pipe from which the supply has been turned off by the city on account of nonpayment of water rates, or other violation, without first having obtained a permit to do so from the Water Superintendent, and paying whatever delinquency there may be.
