§ 53.057 SERVICE PIPES; PROTECTION FROM FROST.
   (A)   Outside of buildings and basements all service pipes shall be laid at a depth of at least 5 feet below the surface of the ground.
   (B)   All service pipes, where entering any building or basement, shall be thoroughly protected from frost by proper insulating material.
