Every person, authorized to work on the water mains of the City of Vermillion, shall, before connecting with or tapping any water mains, obtain a written permit from the Water Superintendent, which written permit shall specify the time and place at which the tap or connection may be performed, and the person obtaining the permit shall notify the Water Superintendent to supervise the making, of the connection or tap of the water main, and the person making the tap or connection with the water main shall be guided wholly by the instructions and directions of the Water Superintendent.
