(A) No person, except a regularly licensed master plumber of the city, a contractor doing this special class of work, his or her employees, or a regular employee of the Water Department shall be permitted to do any work including tapping, in or upon any of the water or services or connecting pipes appertaining to the waterworks system of the city and no master plumber shall directly or indirectly allow any person to do any work as aforesaid under his or her license, except his or her qualified employees.
(B) All the persons shall be governed by all the rules and regulations of this subchapter, and any other rules or regulations that are now, or may hereafter be adopted by the City Council.
