(A) Supervision; records. It shall be unlawful for any person, having a permit, to tap or make connection with the sewerage system of the city, unless the City Engineer or in his or her absence, the Water Superintendent, is present at the time and place when the tapping or making connection with the sewerage system is accomplished. The City Engineer, or in his or her absence the Water Superintendent, shall personally supervise and direct the manner of making the connection. The Water Superintendent, where he or she supervises the connection, shall keep and deliver to the City Engineer a record of the location of the connection. It shall be the duty of the City Engineer to note all connections in the proper place upon a map or plat of the sewerage system of the city in his or her office.
(B) With other than main; rules. All connecting sewers from buildings shall be 4-inch sewer pipe, and shall extend to a point 5 feet outside the building wall. Connecting sewers larger than 6-inch will be permitted only by permission of the City Engineer and in no case will connections larger than 6-inch be made to service sewers smaller than 10 inches in diameter. Joints for sewer pipe shall be made according to plans and specifications on file in the office of the City Engineer.
(C) Relationship to manhole. No service sewer shall be connected or attached to any public sewer service pipe or any trunk or main sewer at the location of a manhole, or within a distance of 2 feet of any manhole.
