The city, at its discretion, may enter into contracts for the collection of recyclable materials from other residential users. Such additional residential users may include but not be limited to mobile home parks and residential properties containing more than 5 units. The city may under separate contract provide recycling collection to small businesses. Each contract shall be negotiated individually.
