(A) No person shall place at the designated collection location on the scheduled collection day a container with the appropriate recyclable decal that constitutes items which are unsanitary or hazardous to the health of the public or constitutes a fire hazard.
(B) Residences placing recycling containers in the designated location with items which are unsanitary or hazardous to the health of the public or constitute a fire hazard will not be provided recycling collection service until proof of adequate clean up is established by the city.
