It shall be the duty of the property owner, or their legal designee, of any premises where recycling accumulates to replace, within 10 days after receipt of notice issued by the city, any containers that have deteriorated or are determined to be unsafe by the city personnel or that have jagged edges capable of causing injuries to those who are required to handle the containers. If notice has been given and containers are not replaced within the 10 days, recycling collection will not be provided to the residence until proof of adequate bin replacement is provided.
