§ 52.20 DELIVERY OF CERTAIN PAPER PRODUCTS.
   (A)   It is hereby declared to be unlawful for any publisher or producer thereof to leave or deliver or cause to be left or delivered to any residence or business in the City of Vermillion, any multi-page paper product, including but not limited to newspapers, shoppers, or buyer’s guide, unless the same have been bound or enclosed prior to delivery, in a manner that will secure the same from disassembly and prevent litter. The use of rubber bands or bag constitutes acceptable means of securing the same, as well as any other means of binding or enclosing the same that will maintain the assembly intact and prevent litter.
   (B)   Delivery of multi-page paper products other than in the manner above described shall constitute a violation of the ordinances of the City of Vermillion by the publisher of the product and be punishable by a fine as set forth by § 10.99. Each delivery of a multi-page paper product shall constitute a separate violation of this section. This section shall not apply to any multi-page paper product delivered through the United States mail.
